The U.S. Food and Drug Administration has issued a preliminary inspection report that cites specific safety problems at the Diamond pet-food plant that is at the heart of the recent dog-food recall. The Gaston, S.C., facility has been linked to Salmonella contamination that has sickened at least 16 people and an unknown number of dogs.
